so why do contractors continue to ignore the hazardous effects of coal dust to workers and people in and around the job sites

Thank you for the article, Alison and my thoughts and prayers are with your friend. James, it goes far beyond silica or coal dust...there are still Luddites out there who, because it doesn't knock you down right then and there like H2S, think that asbestos, lead, silica and coal dust are nothing to worry about. They don't understand that as little as one exposure to something like asbestos could cause serious health effects...it's the latency period that makes them feel safe. Society at large has this problem....if they don't crash or get arrested each time (i.e. immediate consequences), then it must be okay to speed, drive drunk or drive distracted. I personally take a page from the skydiving community when it comes to safety: "when in doubt, whip it out"...if there is ever any doubt as to what you need to be safe, err on the side of more PPE, not less. Regardless of whether it is a respirator for dusts, treating a space as a restricted or confined space or hauling out a harness and tying off...better to be safe than to suffer the consequences.
