Two contractors are accused of raking in millions of dollars by running a bogus Disadvantaged Business Enterprise (DBE) company to gain federal contracts. What do you think of the DBE and Women/Minority BE programs?

They were unfair to begin with and should be scrapped.
They are often a sham and, unfortunately, of little good to the business owners they were meant to help.
They have a few problems, but should be maintained.
They are beneficial and generally work well.
